2 teaspoons minced fresh ginger
2 teaspoons minced fresh garlic
5 green onions, thinly sliced, divided
1/4 cup chopped cilantro, divided
3 cups tri-color slaw mix, divided
1/3 cup soy sauce, divided
1 tablespoon sesame oil
1/4 teaspoon kosher salt
1/4 teaspoon freshly ground black pepper
10 (4 inch) mini flour tortillas
2 tablespoons avocado or canola oil, plus more as needed
2 teaspoons rice vinegar
2 1/2 teaspoons white sugar
1 1/2 tablespoons water
