3 tablespoons olive oil, divided
1/2 cup chopped onion
4 cloves garlic, minced
1 1/2 cups cherry tomatoes, halved
1/2 cup dry white wine
salt and freshly ground black pepper to taste
1 1/2 teaspoons dried Italian herb seasoning, divided
1/2 teaspoon crushed red pepper flakes, or to taste
1/4 cup pitted and sliced Castelvetrano olives
1 cup chopped fresh spinach
1/2 cup heavy cream
1 1/2 pounds fish fillets, about 1/2-inch thick, patted dry (see note)
